This quote means that if we behave good and obey we will have good things in life like freedom. If we don't obey rules then we wont have freedom. For example an inmate in jail does not have freedom because he decided to do the wrong thing instead of the right thing and that is why now he is paying the consequences in jail. On the other hand if we decide to choose the right and be a CTR person then we will have freedom and many rights.
